UAE Dubai Electricity and Water Authority (DEWA) get the offer for the Hassyan Independent Water Producer project (IWP).

- The consortium of the UAE’s Utico FZC and Ghantoot group submitted the cost of $0.306 per cubic meter.
- The consortium of Saudi Arabia’s Acwa Power and Kuwait’s Gulf Investment Corporation (GIC) submitted the cost of $0.318 per cubic meter.
The submitted lowest quotation sets the world record in terms of the low Levelized water cost. The project will be designed using Sea Water Reverse Osmosis (SWRO) technology.
During October 2019, The RFP was issued to a total of nine eligible bidders. DEWA got 34 Requests for eligibility documents for a 120 MIGD Sea Water Reverse Osmosis (SWRO) Independent Water Producer project(IWP) project.
This will be the first water desalination project that DEWA will serve on the basis of the Independent Water Producer (IWP) project. DEWA said in a statement that, it has adopted Independent Water Producer (IWP) for the Hassyan desalination plant, following the success of the Independent Power Producer (IPP) model at the Mohammed bin Rashid Al Maktoum Solar Park projects. The SWRO project is required to start operations in 2023. The SWRO desalination plant will use the most veteran, proved, and reliable state-of-the-art technology. The plant will supply sustainable materials for DEWA’s water network. during May 2019, DEWA has nominative UK’s EY as lead and financial adviser for the project, UK-based CMS as legal adviser and Canada’s WSP as a technical adviser.
